Mission Statement


As an international research institution, Tutwa Europe offers tailored trade and regulatory policy analysis and capacity building to organisations active in public policy, economic research and governmental relations. We are based in Germany and Brussels and cooperate closely with our partners at Tutwa Consulting Group, who are based in South Africa.


Our experts and associates have a strong background in international trade policy and regulatory impact analysis, helping multiple clients to understand and react to challenges and opportunities in international trade and regulatory policymaking, and to improve their capacity to influence and generate impact.


Our ambition is to be a reliable partner for clients of various backgrounds wishing to understand and shape debates about trade policy and sector-specific regulatory affairs.



The way in which we serve our clients’ needs is threefold:

We conduct customised research on trade and regulatory policy themes. We aim at informing our clients about current regulatory affairs, economic opportunities and future policy challenges. Our experts offer tailored expertise and a broad product portfolio, including policy briefs and memos, economic impact assessments and stakeholder analyses. We also provide “second opinions” on legislative initiatives and economic impact assessments. Our work is tailored to the specific needs of our clients, be it civil society and non-governmental organisations, public institutions, academia or private-sector businesses.

Our advisory services go beyond the substance of concrete policies. We also advise on critical procedural aspects of legislative procedures and impact assessments, including consultations, stakeholder engagement, communications and advocacy activities. We conduct workshops, webinars and panel sessions with experts from different professional backgrounds, e.g. public policy, industry, academia and media. We help to facilitate discussions on a variety of specialised trade and regulatory policy issues, taking into account different aspects and positions to provide participants with a broad range of insights for each topical debate.

We provide capacity building through tailored executive education solutions. This can take the form of seminars, one-day courses or more extensive multi-day training specifically catered to the needs of our clients. Our training services are targeted at politicians, civil servants and business representatives wishing to build expertise on specific policy areas. 

The Tutwa Story


Understanding how trade and investment institutions evolve is critical to long-term economic and business success. Tutwa’s mission is to guide its clients through these complex policy and regulatory terrains by providing them with world class, incisive, and cost-effective analysis and advice.


In doing so we are inspired by the Tutwa story; an ancient Bushman Legend about the Giraffe in the Sky:


"At the very beginning of time, say the bushmen, the Sun did not know its way around the heavens. Giraffe had a habit of staring curiously at everything, and so the Creator thought that it would be a good idea to give Giraffe the task of watching over the Sun, so that it didn’t go astray.


Giraffe took his job very seriously. (Indeed, he was so good at it that the Sun never again took a wrong turn). The Creator was very proud of Giraffe, and He decided to honour him. He rearranged a few stars so that they made a giraffe shape in the sky.


The Bushmen call the pattern Tutwa (Giraffe), and use it to guide them when they travel at night. English-speaking people call Tutwa the Southern Cross, and use it as a guide too."
