Senior Fellow: Oscar Guinea

Oscar is a Senior Fellow at Tutwa Europe. His work focuses on international trade, EU economic and technology policy, industrial and competitiveness policy, healthcare, and relations between the European Union and Latin America. He is also a Director at the European Centre for International Political Economy (ECIPE) in Brussels and contributes regularly to public debates through seminars and newspaper articles, and writes a regular column on economic policy for El País.

Previously, he worked as an Economic Adviser in the Office of the Chief Economic Adviser to the Scottish Government, where he contributed to macroeconomic modelling and policy analysis. He was also seconded to the European Commission’s Directorate-General for Energy as a national expert, working retail energy-market deregulation. Earlier in his career, he worked as a consultant at Ecorys on projects concerning trade and sectoral competitiveness.

He holds an MA in European Economic Studies from the College of Europe and an MSc in Development Economics from the University of Sussex. Oscar completed his undergraduate degree in Economics at the Universidad Autónoma de Madrid, with study periods at the University of Chile and the University of Macedonia. Currently, Oscar is a PhD candidate in economics at the University of La Rioja, Spain.
